May 3, 1972 11 December 1945 By MEMORANDUM FOR THE PRESIDENT: On 30 November 1945, the principal commanders in the China-Japan area were advised that a restatement of United States policy toward China was under consideration by the State Department. In order to be prepared promptly to carry out any such restatement, the commanders were given the following planning assumption and were directed to confer and submit their recommendations as to its imple- mentation: The Commanding General, U.S. Forces, China Theater, after coordination with SCAP, will be responsible to make necessary arrangements with the Chinese authori- ties for repatriation of Japanese from the China Theater. The United States will furnish assistance in the form of military supplies and advice to the Chinese authorities. The U.S. Marines will remain in North China for the time being for the purpose of assisting in the repatriation of Japanese Nationals, military and civil, from that area, the duration of such employment to be subject to future directives from the Joint Chief's of Staff. It is intended that they would be more or less confined in their employ- ment to holding ports or beachheads. To effect the above and also to assist the Chinese Central Government in reestablishing control of the liberated areas of North China and Manchuria, the United States will furnish transportation for additional Chinese troops. Based on the foregoing, a plan, concurred in by General MacArthur, Admiral Spruance, and General Wedemeyer, has now been received.
