MEMORANDUM FOR:
Secretary of War
Secretary of the Navy
Administrator, War Shipping Administration
I have approved in principle the attached
plan submitted by the Joint Chiefs of Staff to im-
plement a revised policy tovard China. Among other
things, and subject to the resolution of the legal
aspects involved, arrangements will be required
whereby certain of the shipping to be employed in
carrying out this plan will be manned by foreign
crews--Chinese and Japanese--but will operate under
allocation to one of the U.S. military services.
Provision of necessary maintenance supplies to Chinese
National Armies in North China and Manchuria from U.S.
stocks in the Far East will also be required.
I request that you make the necessary arrange-
ments to initiate the program set out in the attached
plan and submit any such proposals as require my fur-
ther approval.
