A good American officer, preferably officer of
the Army or Navy with material assistance from the U. S.
equipment, spare parts, ammunition, and limited funds to
stabilize currency could by using Chinese National Army
defeat the Chinese Communists.
This American should be assigned in an advisory
capacity to assist the Chinese Government in the use of
American material and funds.
He should have full authority in this matter.
Mr. Stuart, the Ambassador, has lived too long
in China. He thinks like a Chinaman, not like an American
and he should be relieved.
He has a Chinese assistant named Philip Foo who
lives in the house with him and who has his full confidence
even to the extent of having access to his official messages.
Philip Foo is also a friend of T. V. Soong and is
a bad element in the Embassy.
Action in the matter of China should be taken
before Secretary Marshall leaves America for the Conference
of Foreign Ministers.
Time is working to the advantage of the Chinese
Communists.
