MEMORANDUM BY MAURY MAVERICK CONCERNING
ASIA (PRINCIPALLY CHINA) AND THE
PSYCHOLOGICAL FACTORS OF
UNITY THERE.
Notation This memo was written before the Korean war
began. The factual matter contained here about China,
however, still obtains. A short postscript is added on
the possibility of averting a general world war.
Forecasts should now be made concerning China and Asia as
to their attitudes in the future. This should be done in order
that the United States may consider these factors in establishing
foreign policy. Our concepts of right and wrong should be adhered
to, but, above all, facts and the true situations should be re-
viewed in order to know what to expect. An accusatory, inhibitory,
or admonitory method of thinking, or a comparison of political
systems and world forces upon the idea of it 'good" and "evil" will
produce no chart of actuality, or produce any information of value
to plan for the future. For simple fact, it is well recognized
that the political weather in China is now violently anti-American
and anti-Western, and will be far worse in the years to come if
nothing is done about it now or in the near future.
ANALYSIS OF FUTURE
FORCES IN CHINA
The purpose of this paper is principally to analyze present
and future forces in "China. Ts (China is itself a word of many
meanings, not here analyzed.) At the outset the following are
mentioned as important points :
1) That China contains certain religio-politico psychologi-
cal factors which tend to indicate
A. Actual affirmative unity of thought and
action of the whole people, which has
an historical basis.
B. Propulsive forces which are also of a
o ARCHIVES SERVICE" RECORDS AND
developmental character.
C.
A unitary force which is also negative,
that is, inti-Western and anti-American,
and growing in intensity.
