MEMORANDUM FOR THE PRESIDENT
UNITED STATES DELEGATION TO THE MEETING OF THE
COUNCIL OF FOREIGN MINISTERS, LONDON, SEPTEMBER 10, 1945.
I have requested the Honorable James Clement Dunn
to proceed to London in his capacity as Assistant
Secretary of State to serve as my Deputy on the Council
of Foreign Ministers. The other individuals mentioned
in the attached list will also accompany me to the
Council, which is scheduled to convene at London on
September 10, 1945.
Accompanied by the members of the Delegation
now in the United States, I plan to leave New York
aboard the S.S. Queen Elizabeth on the early morning
Theman
of September 5, arriving at London via Southampton on
