Winant reports that the EAC on May 4 approved sumeries of the control machinery and occupation arrange- ments for Germany for comunication to the European Allied Governments. The Soviet representative hns however not yet received Russian consent to trenemitting these summaries. As soon as the summeries are sent to the Allies Winant believes thet a summary will be approved for publication. DISPOSITION OF LAVAL. The French representative in Medrid has formally requested the Spanish Foreign Minister to deliver Laval and his party to French authorities at the frontier. The Spanish Foreign Minister subsequently informed the American and British ambassadors that the Spanish Govern- ment could not consider acceding to this request which ran counter to international law and treditional relations between Spain and France. Spain WR.S however more than enxious to get rid of Lavel and would agree to putting him and his party on a British or American ship or to put him across the border at Gibralter where he could be turned over to the French. Ambas- sador Armour has informed his British and French colleagues that the United States will agree to the delivery of Laval to the British at Gibralter. De GAULLE
