MEMORANDUM FOR THE PRESIDENT
Subject: Current Foreim Developments
AMERICAN VIEVS REGARDING AUSTRIAN SITUATION COM-
MUNICATED TO SOVIET GOVERNMENT. The American Charg
in Moscow has been instructed to inform the Soviet
Government that while we do not object to the establish-
ment of native local administration in occupied areas
we do object to the Soviet Government's permitting the
establishment of a government claiming to represent all
of Austria, including the American occupation zone.
Full consultation should have taken place and effective
consultation will be possible only when Allied represen-
tatives arrive in Vienna and joint control begins. Until
then the American Government is not associated with and
accepts no responsibility for mensures taken in the
Vienna arem. The Chargé is also to restate the Ameriom
position regarding the zone of Vienna and he is to point
out that it is the Soviet Government which has been re-
fusing to follow the German precedent and subdivide
greater Vienna in a manner which will give us the fa-
cilities we require.
AMERICAN REPRESENTATIONS REGARDING THE TRANSFER OF
GERMAN TERRITORY TO POLISH ADMINISTRATION. The Chargé
in Moscow has been instructed to deliver to the Soviet
Foreign Office a memorandum acknowledging the receipt
of Soviet comunication which stated that the transfer
to Polish civil administration of certain German areas
