TOP SECRET DECLASSIFIED E.O. 11652, Sec. 3(E) and 5(D) or (E) Dept. of State letter, Aug. 10, 1972 -2- By NLT-HLARE Date 6.2675 in the Fifth Corps area in Austria resulting from the be- havior of the Yugoslavs. Alexander stated that Yugoslav activities could not be controlled without the use of force and that open hostilities might occur at any moment. Alexander requested Eisenhower to arrange for certain troop dispositions in the SHAEF area. Recommended Abolition of so-called Reich Governnent. General Rooks who is now in Flensburg has urgently recommended to SHAEF that the so-called acting Reich Government be abolished immediately and that its members, including Doenitz and Schwerin-Krosick, be arrested and held for interrogation. British Representations Regarding Presence of French Trooms on Italian Territory. Acting on a telegram from Alexander to the CCS and without awaiting the reaction of the Combined Chiefs, the British Foreign Office is inform- ing the French of its concern over the continued presence of French troops on Italien territory. Syria and Lebanon - Critical Point Reached with French. With the arrival of a Fronch cruiser in Beirut the INATIONAL SERVICE REGORDS Thursday noon bringing a further battalion of French troops, the Franco-Leventine problem seems to have reached a point at which all parties concerned will have to take definite stands. A certain number of French- troops have been withdrawn a.s the others were brought in, and data from different-sources is confused. There appears little doubt, however, that on balance the French forces will prove to have been considerably reinforced. A clash of some kind, perhaps only diplomatic but possibly extending to widespread disturbances, thus seems almost inevitable. The Syrians and Lebanese have up to not been waiting to see whether the French would actually reinforce, insisting that if so they would break off all negotiations
