MEMORANDUM FOR
The Secretary of State:
Replying to your memorandum of May 16,
1945, in regard to inviting Poles to the next
U.N.R.R.A. Council meeting scheduled to start
in London on July 16, I am in agreement with
your expressed opinion that we should adopt the
second solution and not issue an invitation to
any Poles.
