Prime Minister Churchill has postponed his visit to France until after the election. French Occupation Zone Counterproposal. Ambassador Winant has discussed with the French representative the French counterproposal on occupation zones in Germany. Winant pointed out that while we understand the French desire to occupy both banks of the Rhine it is essential that we should have every necessary logistic facility in order to redeploy and sustain our forces. The French representative was informed of the concessions which Winant is empowered to make and was told that the French counterproposal if insisted upon would entail long con- sideration by American authorities. French replied that this proposal had bem formulated by de Gaulle who would probably raise the question in Washington during his pro- posed visit if agreement is not possible in the EAC. Signature of Decleration Regarding Defent of Germany and Assumption of Power by Allies. SHARF has discussed a British proposal that the declaration on Germany be signed on or before June 1. Apparently it is plenned that the four commanders would sign in Berlin and would ARCHIVES remain there in order to discuss matters connected with the assumption of quadripartite supreme authority. Pend- ing redeployment of American and British forces SHAEF would continue to exercise combined command. Redeploy- ment can be completed by June 27 and June 30 has been tentatively mentioned as the date for SHAET dissolution. Russians
