their plans for marriage, and the Department has indicated
to them that upon termination of the war their requests
for permission might be more favorably reviewed.
Officers who have thus postponed their plans are now
inquiring whether they may now hope to have a reconsidera-
tion of their earlier requests for permission to marry
aliens. They also wish a zuling whether the late Presi-
dent's directive referred to the end of the war in Europe
or the end of the war in the Far East. It is the view of
the Board of Foreign Service Personnel that as practically
all requests of Foreign Service Officers to marry aliens
relate to proposed marriages with Europeans or persons of
a non-Oriental race, a reasonable interpretation of the
late President's directive would be that he had in mind
the end of the war in Europe. The Board has therefore
asked me to inquire of you whether you concur in this view
and whether, in this event, you authorize the Secretary of
State to exercise again the discretionary authority granted
in the Executive Order cited above in deciding individual
cases as they arise.
I recommend that such authorization be granted so
that we may have some leeway for the retention of officers
of particular value to the Service, and whose loss at this
juncture would be most unfortunate. In such event the
Board of Foreign Service Personnel would in all instances
predicate its action on the financee's character and back-
ground and upon the assumption that the wife would take
prompt steps to become an American citizen. We are
greatly aided here by the Nationality Act of 1940 which
would enable an officer to obtain citizenship for his wife
within about 30 days after marriage.
