been more interested in high-sounding principles then we
were in their actual practice.
Dimitrov Case still Unsolved. General Crane saw General
Biryusov, the Russion chairman of ACC Bulgaria who is just
back from Moscow, on May 28 about G. M. Dimitrov. Biryusov
said that he personally believed Dimitrov *a Fascist who
had supported the German cause" and that for Barnes to give
him asylum was a "brutal interference* in Bulgarian internal
affairs. When Crane said that the US considered the matter
primarily one between the US and Bulgarian Governments end
would accept en ACC decision "only if renched on a genuinely
tripartite basis", Biryusov said he would treat it as a
US-Bulgarian affair until he received instructions from
Moscow to the contrary but in no case could consider a tri-
partite ACC decision on it until he received instructions
that the three powers on ACC had agreed on "a new procedure"
for that body.
Bernes states that "if Biryusov really means that the
Dimitrov case" is back in US-Bulcarian hands he ahould soon
be able to reach a satiafactory solution. He has talked
to the Bulgarisn Prime Minister and Minister of Wer, who
made no such wild statements about Dimitrov B.8 did General
Biryusov. In fact neither made any objections to Barnes'
statement that he should not have taken such a positive
position on Dimitrov if he did not know that he had "the
whole of Bulgarian opinion that had not been warped by
Communist ideology behind him".
The Department's information is that Dimitrov is en
honest and sincere Bulgerian patriot devoid of Fascist
sympathies. Hie political record in support of democratic
principles ennnot be questioned, The chief reason for the
Communist ettack on it is doubtless his persevering stand
as the most prominent lender of Bulgaria's Agrarimn Party
in its
ARCHIVES LINATIONAL SERVICE AND
