MEMORANDUM FOR THE PRESIDENT
Subject: Provisional Organization for
European Inland Transport.
Agreement has been reached in London between dele-
gates of the United States, United Kingdom, France,
Belgium, Netherlands, Luxembourg and Norway to establish
a provisional organization for European inland transport.
This agreement would bring provisionally into force, as
between the signatory powers, the Draft Agreement annexed
thereto.
This Government has supported the establishment of
this organization, since it would aid our military opera-
tions and be of help in the ensuing occupation and transi-
tional period.
Last October President Roosevelt approved an earlier
version of the Draft Agreement for signature as an Execu-
tive Agreement. The present agreements differ in two
major respects:
a. The organization is provisionally established on
a Western European basis, although it is under-
stood that the Soviet Union would be invited to
designate observers.
b. The authority of the organization and the under-
takings of member governments have been watered
down so that it is now primarily a coordinating
and consultative body.
