MRMORANDUM FOR THE PRESIDENT
Subject: Current Foreign Develonments
Brazil to Declare State of Belligerency Against
Japan. Brazilian Acting Foreign Minister states that
the Brazilian Cabinet has decided to declare a state
of belligerency against Japan. Effective Brazilian
cooperation may consist of a small air squadron and
some naval assistance.
Soviet Demobilization Plans. Stalin is reported
to have informed the British Ambessador in Moscow that
the Supreme Soviet would meet on June 23 to pass a
Government law providing for the demobilization of 40
percent of the Red Army in western Russia.
British Comment on Hookins' Converations. British
Foreign Office has expreased to Ambassador Winant its
appreciation of the effective work done by Mr. Hopkins
in breaking the Polish deadlock and opening the way for
discussions, which, however, the Foreign Office considers
to be only a step in the direction of a general and final
solution. The Foreign Office feels that Mr. Hopkins
should if possible clarify the questions raised by
Mikolajesyk.
Allied Missions in Vienna. American, British and
French missions have been well received by the Soviet
