June 7, 1945 MEVORANDUM FOR THE PRESIDENT Subject: Current Foreim Developments Russian Officers Arrive at Tromso. SHAEF is attempting to ascertain whether the Russian officers who arrived without notification at Tromso were sent by Moscow and if so, whether their mission actually concerns the repatriation of former Soviet prisoners of war. Pending clarification their movements will be restricted and if necessary this action will be justified by the restrictions placed on American and British officers wishing to land at Kirkenes. Maiski Exoresses Disapproval of Anglo-American Treatment of Germnn Officers. Maiski, in conversation with Kennan, has criticized the Anglo-American atti- tade toward high German military officers. In response Kennan called attention to the fact that the Soviet Government has not taken measures against senior Germen Generals in their hands but on the contrary has given them excellent treatment. In reply Maiski stated, *Wait and see* Harriman considers that the Russians may be planning some action against German officers held by the Russians. Britiah Views on Abdication of Leopold. British Foreign Office states that van Acker will advise King Leopold to abdicate but does not believe that Leopold will agree. Van Acker will tell the King that 50 per- cent of the country is opposed to him and that if he returned he would be ruling a divided country. SERVICE" RECORDS Reports
