8. A conservative estimate, concurred in by
my air and naval commanders, indicates that defense
of Okinawa and the Philippines, under a situation
in which currently operational bases on Formosa
are effectively utilized by a hostile power, will
require prompt reinforcement of the FEC as follows:
A. For Okinawa: One additional fighter
interceptor wing; one additional fighter bomber
wing; one all-weather fighter wing; four addi-
tional AAA battalions; One additional infantry
battalion; one field artillery battalion.
B. For Clark Air Force Base - Manila:
Two additional fighter interceptor wings; one
all-weather fighter wing; six AAA battalions;
one reinforced infantry regiment.
C.
The neutralization of enemy bases on
Formosa and destruction of shipping supplying
that island will require that the FEC be add-
itionally augmented by: Two medium bomb wings;
one tactical reconnaissance squadron; one
strategic reconnaissance squadron; additional
naval carrier units to provide the combined
NAVFE-Seventh Fleet wi th a minimum of two
carrier task groups each group consisting of
at least two and preferably three carriers,
with their normal supporting forces.

9. Unless Formosa is neutralized, neither
Okinawa nor the Philippines can support the offensive-
defensive type of strategic operations for which
these areas are best suited.
10. Complete elimination of the enemy position
on Formosa could only be accomplished by a major
overseas expedition completely beyond the capabilities
of the FEC as now constituted.
