MEMORANDUM FOR MAJOR GENERAL J. H. BURNS
SUBJECT: Survey Mission to Southeast Asia
1. Major General Graves B. Erskine, U.S. Marine Corps, who is to
head the military group of the survey mission to Southeast Asia, reported
Thursday afternoon, 27 June. The military departments have designated
their service representatives for this mission and as you know, an invi-
tation has been extended by the Secretary of the Treasury to include a
Coast Guard officer experienced in the field of combatting smuggling
operations.
2. The Department of State has designated Mr. John F. Melby,
Special Assistant to Mr. Rusk, as its representative. Two other State
Department personnel will accompany Mr. Melby. ECA will have one member.
3. Since General Erskine's arrival in Washington, he and his party
have attended various briefings by representatives of the agencies con-
cerned with this project. On Friday afternoon, he and his entire group
met with the FMACC and we went over the general situation with them.
4. I have arranged to provide this mission with a MATS C-54 and
they are presently scheduled to leave Washington some time Wednesday
evening, 5 July.
5. Their schedule calls for Indo-China as the first point of call.
There have been several suggestions for changing this but I feel strongly,
and State concurs, that Indo-China is the area of primary interest and
the sooner the mission arrives there the better. The mission will also
visit Indonesia, Malaya, Burma and Thailand.
6. When this mission was first considered, it was believed that it
should be limited to Southeast Asia and present directives provide for
this. However, in view of the fact that the President's recent statement
focuses attention on the Philippines, I recommend that the directive to
the survey mission be expanded to include the Philippines. Since the
itinerary will require them to stop in the Philippines going to and from
Southeast Asia, the stop=over would be made on the return trip and would
not in any way interfere with, or delay, the arrival of the mission in
Indo-China.
7. The Department of State (Mr. Ohly) believes strongly that the
Philippines should be included and I concur. If you approve, I shall have
the Philippines added to the countries to be visited by this mission.
