After consulting with his British collenume our Charge
in Moscow is instructed to inform the Soviot Govern-
mont that althouch it finiled to consult with the U. 3.
and Orest Britein or inform us or permit tims for
consultation prior to the establiament of the Renner
Provisional Austrim Government in Soviet occupied
tustria, we assume the Soviets intend that suprome a
euthority in Austria will be exercined jointly by the
four Allies on a besis of equality and through inter-
Allied military rovernment provided in the proposals
now before RAC concerning control mohinery "until the
establiament of en Austrim Dovernment recognized by
the Four Povers." The Embessy at Moscow ie informed
that this devolopment makes it all the more necessery
for Allied representatives to proceed immediately to
Vienna and for BAC to conclude agresnant on sones of
occupation and control machinery. Ambessador Winent
is instructed to inform Mr. Churchill of these instruc-
