1. The Creation of a European Army, linked to political institutions
of a unified Europe. The institutions are:
2. A Minister of Defense, named by the participating governments
and responsible to his nominators and to a European Assembly,
which could either be the Strasbourg assembly, an emanation
from it, or an assembly formed of specially elected delegates.
3. The Council of Ministers of the participating countries. This
council would give directives to the Defense Minister.
4. Powers of the Defense Minister.
(a) In general the powers of the Defense Minister over the
European Army would be the same as the powers of a
national defense minister over national forces.
(b) He would be responsible for implementation
of the general directives of the Council of Ministers.
(c) He would be the normal link between the European
Community and third party countries and international
organizations for everything concerning the fulfilment of
his duties.

(e) The European armament and equipment program would
be determined and implemented under his authority.
(f) He would be responsible for the delivery by the countries,
that are members of the European community, of the contingents
equipment, materiels and supplies owed by each country
to the common army.
