Dear General Marshall:
In the Army suggestion for the transfer of the
Military Government in Germany to the State Department
and in all discussions and decisions between the two
Departments relative thereto I understand that it is
contemolated that the State Department representative
in charge of Military Government shall serve in a
civilian capacity whether or not he is a member of the
Armed Services in an active or inactive status.
My
willingness to issue the enclosed press release is
dependent upon this understanding, subject, of course,
to any action which the President may he reafter take
in the matter.
If the President should later determine that the
person in charge of Military Government in Germany
should be an Army of ficer on active duty and in uniform,
then I would suggest to the President that the State
Department not take over the Military Government, but
that it remain under the Army.
I would appreciate an acknowledgment of this letter.
