MEMORANDUM
I just talked with Attorney General Francis Biddle.
I said to him, "We have a matter to discuss with you
concerning security control bearing upon a cable sent
from this office to London, and I would like Colonel
Doering, who is inquiring into the matter for us, to
talk with you.
He replied, "I know what it is he wants to ask
me - where I got the information concerning the subject
matter of that cable. I can't give it to him because
I obtained it in confidence and I cannot disclose the
source until I get his permission."
I said, "Well, of course, we will have to tell the
Security Control that."
He said, "What would you do if a fellow came in
confidentially and gave you the information?"
I
said, "So long as it affected, as this does, the
welfare of my country I would disclose the information
completely.
He said, "Well, I'll have to ask him and I will let
you know.'
