At Justice Jackson's request, I am submitting to you this report on Amorican participation in a socond international trial of Nazi war crininals. 2. It is my recomendation, based on all circunstances now known to us, that the United States should agree to participate in a scoond international trial. S. This report and my recomendations are based upon discussions during the past throo montha with Nr. Justice Jackson, with the Counsellor to the State Department (Mr. Bonjamin Cohen) and (through Ir. Cohen) with the Secrotary of State, upon comittee neetinga and informal discussions with the representatives of the ARCHIVES CHATONAL a SERVICE
