JOPLIN.MO. Oct. 10:--That the use of féexible tariff powers given
Prosident Roosevelt by Congress will result not only in opening up
great world markets for American industrial and farm surpluses, but
also will be a material faotor toward world peace was given as his
opinion by Judige Harry S. Truman of Independence,Democratio candidate
for United States Senator, in a speech here tonight.
Truman declared the flexible tariff was one of the most construct-
ive measures enacted so far in the Roosevelt administration. He oited
material increased in exports to Cuba,with which the first trade agree-
ment under the flexible tariff law was made, as proof of his contention.
" our exports to Cuba fell off 90 percent under the operations of the
high tariff schedules of the Hawley-Smoot law, Truman asserted. "That
nation formerly bought annually 200 million dollars worth of our pro-
MUXX duots,the greater part of which was farm surpluses. Judging from
the amount of products taken from us by Cuba in the few months of
the trade agreement, our volume the first year will be several times
that of last year,20 million dollars. The bulk of this will be farm pre
ducts.
There is every indixoation,Truman said,that within a few years our
exports to Cuba will be increased to a total exceeding that reached
in any year horetofore. Not only wes a material advantage gained for bh
both countries in the trade greement, but there has followed, he said,
a far better feeling between the two countries.
It has been said that every war the world has had, regardless of the
oause publioly assigned for it,has has an economic basis, he sserted.
"That sta tement may not be entirely true. But it 1s certain that world
tr de in modern days has been provocative of war or has laid an inciting
train for it.
