December 22, 1945 MEMORANDUM FOR: Dean Acheson Assistant Secretary of State FROM: The President I am enclosing you a telegram from Quatemala City. I didn't take any action on it. If you think action is necessary, I'll leave it to you. I an returning the proposed note to the Greek Government. It is all right but it does seen to me that it is rather harsh, in view of the fact that the Greeks were almost annihilated fighting our common eneay, the Germans, and while they have had some severe internal difficulty and some difficulty with the British, I can't help but feel extremely #riendly to the Greeks. This note to me seens to be rather harshly worded.
