United States policies in relation to the U.S.S.R. found expression in a variety of official statements during January. President Truman, in his inaugural address of January 20, stated that the achievement of world recovery and of a lasting peace was threatened by the Soviet Government, a regime which adheres to the "false philosophy" of Communism. He declared (1) that democracy is based on respect for human rights, while Communism sub- jects the individual to arrest without lawful cause, to punishment without trial, and to forced labor as the chattel of the state; (2) that democracy means self-government, while according to Communism man is unable to govern himself; and (3) that democ- racy teaches the value of peaceful change, while Communism maintains that the opposition of classes o s ARCHIVES **NATIONAL SERVICE" RECORDS AHO makes violence and war inevitable. Secretary of State Dean G. Acheson, in a press conference of January 26, termed Communism a "reaction- ary attitude and philosophy" which "is an attempt to crawl back into the cocoon of history.' He said further that Communism "is a view which goes back to the period before the Renaissance" and is founded on the 1/ Department of State Bulletin, January 30, 1949, pp. 123-126,
