On Premier Stalin's second answer, relating to disarmament as
a measure to implement the nonaggression pact, he said:
"
the other nations have not received and have little
reason to expect the cooperation which is indicated" in this
proposal. Thirdly, as regards postponed establishment of a
separate western German. state as a. condition for lifting the
Berlin blockade, the Secretary pointed out that; in the six-
month period of the blockade the western German government
"has still not been formed, and yet during all of this period
the blockade has continued.
The three Western powers have
stressed, repeated again and again to the Soviet Union, that
their agreements in regard to Testern Germany do not in any
sense preclude agreement on Germany as a whole. " On the last

- point, in regard to a meeting with President Truman, he
declared:
"
the Government of the United States would not
discuss with any nation any matter which was of direct interest
to other nations without the participation of the representatives
of those other nations."
Mr. Acheson said in general that in America the preserva-
tion of peace is a sacred and fundamental matter and "neither
our people nor any of our representatives would play inter-
national politics with a matter of this importance.

purpose, I would choose some other channel than the channel
