-5- INFORMATION AND EDUCATIONAL EXCHANGE Report of Commission on Information. -According to the first semi- annual report to Congress by the US Advisory Commission on Informa- tion, the Voice of America is reaching more than one-tenth of the people in Poland and Czechoslovakia and millions of Russians. "In general, the Voice and Amerika are achieving an involuable result in that they are diminishing the effectiveness of Soviet internal propaganda, " the report stated. It noted that the program is more important than the Commission or Congress thought when the Smith-Mundt Act was passed and work was begun, and that it is effective as far as it goes, with available funds, but is not adequate. 12 Report of Commission on Educational Exchange. The first semiannual report by the US Advisory Commission on Educational Exchange, covering July 1-December 31, 1948, recommended that the door be kept open to unofficial exchanges with the sountries of Eastern Europe where free- dom of communication is denied, for "to cut off contacts with the totalitarian nations of the world because of fears as to what might happen to democratic institutions would imply a weakness which has no justification in fact. " While some difficulties have been encountered in these exchanges, the report stated, those that have been arranged succeeded in bringing about among foreign visitors the correction of erroneous beliefs about this country, an appreciation of its institutions, and a more critical outlook toward totalitarian regimes. 13 US Reaction to Blockade of Voice of America. -Assistant Secretary of State George V, Allen announded on May 2 that the Department of State had protested to the International Telecommunications Union, of which the USSR is a member, against the Soviet jamming of the VOA as a ARCHIVES SERVICET "NATIONAL REGORDS AND violation of the Madrid and Atlantic City Telecommunication Conventions and the Cairo and Atlantic City Radio Regulations. The VOA and the British Broadcasting Corporation on May 7 began a joint and concerted effort to break through the Soviet jamming blockade. Mr. Allen announced that each would broadcast two new Russian-longuage programs daily.
