Secretary Acheson Notes Progress over Soviet Barriers. -Secretary
Acheson declared in an address of May 3 before the US Chamber of
Commerce:
"I think the forces of freedom and democracy are entitled
to draw encouragement from the recent trends in Western Europe.
Since the beginning of the European Recovery Program, totalitar-
ianism in Western Europe has made no advance. In revery important
election in this area, the people have clearly manifested their
support of constitutional government. Communist efforts to
impede recovery have been defeated by vigorous governmental
action, notably in France and Italy, Labor has become increasingly
aware of the dangers of communist agitation, Increased produc-
tion and financial stability have been stimulated by renewed
hope and confidence in the future. Hope and confidence in turn
have been augmented by economic recovery. The effects of this
marked improvement, both in morale and in actual living condi-
tions, are being felt throughout Western Europe, and beyond. "

Recovery Hindered by Soviet Opposition, -According to a Foreign
Affairs Outline entitled Progress in European Recovery and the Road
Ahead, released by the Department during May, rejection of the European
Recovery Program by the Soviet Union and her satellites gave evidence

that what the USSR sought was not economic recovery and political
stability in Western Europe, but the prolongation and aggravation of
is
conditions conducive to the achievement, without military aggression,
of a Soviet-dominated Europe. The oscow=controlled Cominform promoted
disruptive actions in many ERP countries, using all the known Communist
techniques of infiltration, political strikes, sabotage, and intimida-
tion, the pamphlet related, stating that every weapon of Soviet propa-
ganda had been turned to the purpose of discrediting the US and the ERP.
Soviet obstructionism has been particularly damaging in Germany, where,
in violation of its pledges given at Potsdam, the USSR has thwarted
the establishment of German economic unity, the paper stated, The
paper pointed out that the US had no desire or intention to use the
recovery program to force its political and economic views on other
nations and that the program was offered to all nations, the only con-
dition of acceptance being a sincere willingness to cooperate. 17
