-7- GERMANY Lifting of Berlin Blockade.- four-power communiqué issued on May 5 contained formal announcement of the removal on May 12 of (1) the restrictions imposed since March 1, 1948 by the Soviet Union on com- munications, transportation, and trade between Berlin and the Western German Zones and (2) the similar restrictions imposed by the United Kingdom and US between Berlin and the Eastern Zone and between the Western and Eastern Zones. The communiqué fixed May 23 as the date for a meeting of the Council of Foreign Ministers in Paris "to consider questions relating to Germany, and problems arising out of the situation in Berlin, including also the question of currency in Berlin. " 18 Secretary Acheson Ascribes Soviet Retreat to Blockade Failure.- The lifting of the blockade puts us again in the situation in which we were before the blockade was imposed and we must not regard it as having solved the German problem, Secretary Acheson told his press conference May 11. The blockade "was an arbitrary and, in our view, an illegal measure", he declared, and "it has failed because they have indicated it was unsuccessful and because the countermeasures produced their effect. " The Secretary said that whether a solution can be reached in Paris "depends, of course, upon the willingness of the Russians to make or consider proposals which will not retard in any way whatsoever the great progress which has been made by the Western Powers" in Germany. 19 Secretary Acheson on Problems Facing CFM.--On the eve of his departure for the Paris meeting of the CFM (May 20), Secretary Acheson stated that the US representatives will approach the meeting with an open mind and an honest intention to explore all possibilities of arriving at a lasting solution of the problem of Germany, but "It remains to be seen whether the present favorable developments have brought about a situation in which workable and effective agreements can be reached with the Soviet Union on the central problem of Germany. I think perhaps we have a better opportunity to do so than we have had before. We most certainly are now in a better position to deal with the conse- quences of a failure. " 20 Free University of Berlin Grows as a Counter-Soviet Move.--The story of Soviet efforts during the occupation to rebuild the 150-year- old University of Berlin into a Communist school and the resultant development of the Free University of Berlin in the American sector is the-subject of an article reprinted by the Department of State in May from the Information Bulletin of the US Military Government in Germany.
