McCoy said the labor laws were a direct imple- mentation of an FEC directive and "have strengthened the democratic character of Japanese trade unions through such measures as ensuring that the unions observe direct secret elections, annual general meetings, open financial reports, and protection of individual " members against diserimination within the union. Denying Soviet charges that striking workers were victims of "brutal mobbing by the police", Gen. McCoy declared that "in contrast to the acts of violence committed by the demonstrators--including illegal seizures, intimidation and bodily attacks on company officials--the Japanese authorities have exercised care and restraint. US Troops Leave South Korea as USSR Screens North. - The UN Commission on Korea reported (1) the departure of the last US occupation forçes from Korea on June 29, in conformity with the General Assembly resolution of last December, and (2) the fact that the AND Commission had not been allowed to enter North Korea RECORDS 1: SERVICE'S to verify the USSR announcement of withdrawal of its forces. 23 Later the Commission announced that it was making another effort to carry out its task of verifying the withdrawal of occupation forces from all Korea and that it had sent a communication in respect to the withdrawal of Soviet troops to the UN Secretariat for transmission to the USSR, stating that it was ready "whenever proper facilities are afforded" to carry out this task in North Korea. 24 22 Ibid., July 25, p. 107. 23 Ibid.
