-6- II. UNITED NATIONS 1. Two atomic-Energy Groups Suspend Discussion. - The Working Committee of the Atomic Energy Commission, in a resolution of June 15 published by the Department in July, decided (1) that further study by the Committee would not be useful until the Big Five and Canada report that there exists a basis for agreement, and (2) that "no useful purpose can be served by further discussions in the Working Committee of Soviet proposals for conventions to prohibit atomic weapons and control atomic energy, which have already been considered and rejected by the appropriate organs of the United Nations. "8 A proposal for suspension of further discussion in the Atomic Energy Commission until the six permanent members report that there exists a basis for agreement was presented on July 20 by the Deputy US Representative and was adopted by the 11-member Commission July 29 by a vote of 9-2, with the Soviet Union and the Ukraine opposing it. The resolution pointed out that the impasse between the majority and the Soviet bloc still exists, that these differences are irreconcilable at the Commission level, and that further discussion would only tend to harden the differences. The Soviet ARCHIVES RECORDS ARD proposals, which have repeatedly been rejected by the SERVICESE Commission, and were voted down by the General Assembly last November, were again rejected by the Commission July 29, by a vote of 7-2, with 2 abstentions. 9 2. Ambassador Austin Speaks on Admission of Members. - In a statement at the June 24 UN Security Council meeting, published by the Department in July, Ambas- sador Warren R. Austin, US Representative, declared (1) that from the statement of the Soviet delegate it would appear that he is making his support for the admission of the 7 states whose applications his government has previously vetoed conditional upon Security Council approval of the 5 states which he desires to see admitted", and (2) "as the International Court has held, such a course of action is illegal and inconsistent with the Charter.
