3. USSR Balked in Effort to Weaken Covenant on
Human Rights. - The unsuccessful Soviet attempts,
supported only by the Soviet satellites, to weaken the
draft International Covenant on Human Rights and to
prevent its implementation are related in an article
by James Simsarian, Adviser to the US Representative
at the fifth session of the UN Commission on Human
Rights in May-June, which was published in July. 12
4. US Opposes USSR Move to Abolish Fiscal Commis- -
sion. - When the Economic and Social Council convened
at Geneva on July 5 for its ninth session and the
Economic Committee considered the reports of the Fiscal
Commission, the US representative opposed a USSR
proposal to abolish the Fiscal Commission as a measure
of economy, and stated that the Commission is useful,
though unglamorous, and should not be abolished. It
was decided to defer consideration of the USSR pro-
posal. 13
5. USSR the Lone Critic of US Administration of
Trust Territory. - The reaction of Trusteeship Council
members, with the exception of the USSR representative,
after a week's examination of the first US annual
report on its administration of the Trust Territory
of the Pacific, was one of praise for US policies.
The Soviet representative attacked US policies with
regard to representation of natives in government and
continuance of the ancient tribal system, according
to the summary statement, and US Representative Francis
B. Sayre replied in detail, stressing US aims to
promote progress toward self-government or independence.
The USSR representative declined to take part in the
Visiting Mission, consisting of four Trusteeship Council
members, which will visit the trust territories next
year. 14
