against placing undue confidence in the Soviet observance of
either the spirit or letter of the treaty. The subsequent con-
duct of the Soviet Government in Manchuria has amply justified
this warning,
Secretary Acheson States Basic Principles of Far Eastern Policy. -
In an outline of US policy toward the Far East released August 5,
Secretary Acheson stated five basic principles by which we should
continue to be guided and reiterated our traditional policy of
assisting the Chinese people to resist domination by, a foreign power
or powers is now faced by the gravest difficulties.

Chinese Communist Leaders Make Clear Their Moscow Direction. -
The engulfment of China by communist forces is one of the major events
of a turbulent half century, Director Francis H. Russell of the Office
of Public Affairs said in an address at the University of Wyoming on
August 12. He declared:
"The Chinese Communist leaders by their own public state-
ments have made it clear that they are part of world-wide Com-
munism, organized and directed from Moscow and dedicated to
the destruction of important elements of world civilization.
This is the factor that makes the subjugation of China by the
Communists of intimate concern to all vho desire a free and

independent China, able to work for the increased welfare of

its people and to contribute greatly to the stability and
peace of Asia and the world."
He said that we must so conduct our relations with China that the
"Open Door" will be re-opened by the Chineso people themselves in a
renewed assertion of their inalienable right to choose friendship
instead of imperialism, assistance instead of exploitation, and free-
dom instead of subjection to a foreign pover. " 24
V. INFORMATION AND CULTURAL POLICIES
Soviet Reaction Shows Value of Voice of America. - George V.
Allen, Assistant Secretary for Public Affairs, in a newspaper article
on the Voice of America, published August 7 and reprinted in the
Bulletin, stated in regard to an inquiry as to the effectiveness of
this activity behind the so-called Iron Curtain, "my best answer at
the moment is that the Soviet Government is now devoting approximately
four times the capital equipment in transmitters, monitoring stations
and so forth, and 10 times the manpower to jam our programs in their
effort to block them off from reception in the critical areas. They
would hardly go to this trouble if the programs were not effective.'
