III. EUROPE
Bulgaria: US Rejects Charge of Subversion. -- In a state-
ment issued to the press on December 1, the Department of State
referred to the Bulgarian charge that the. efforts made by its
former Vice Premier Traicho Kostov to overthrow his government
were carried forward on the basis of an understanding with the
US Minister to Bulgaria, Donald R. Heath. The Department char-
acterized the charge as a "fanciful tale. 11 This crude attempt,
the statement continued, "to accuse the United States Government
and its official representative in Bulgaria of being involved in
clandestine efforts to overthrow the Bulgarian Government follows
the pattern of the Rajk trial in Hungary and similar travesties
of the judicial process held elsewhere in Communist countries. 118
Bulgaria: US Issues Sharp Rebuke. -- On December 12, Un-
der Secretary of State James E. Webb notified the Bulgarian

"cannot ignore" the "unwarranted and unfriendly" series of"in-
dignities and restrictions" imposed on the US Legation at Sofia,
which culminated in the Bulgarian press attacks upon US Minister
Donald R. Heath and the Department of State. The allegations
against Mr. Heath and statements attributed to him, Mr. Webb
said, were "patently falsehoods which the Bulgarian Government
could and had a duty to correct." Instead, the Bulgarian Gov-
ernment permitted the publication of "scurrilous articles" accus-
ing the American Government of engaging in espionage and sub-
versive activity through official representatives, Dr. Voutov
was informed that the US Government "takes a serious view of
such deliberate actions which must inevitably affect relations
between the two countries. 119
Hungary: US Denounces Arbitrary Arrest and Bars Travel. --
The US Government again accused Communist-.dominated Hungary of
violating elemental human rights and decency in secretly arrest-
ing and detaining incommunicado an American citizen, Robert A.
Vogeler, Eastern European representative of the International
Telephone and Telegraph Corporation, who disappeared on Nov-
ember 18 while driving an automobile from Budapest to Vienna.
