SUBJECT: Comment on Rumored Soviet Black Sea Fleet Maneuvers
The Director of Intelligence of the Turkish General Staff
has informed the US Embassy in Ankara of a report received from
the Turkish Legation in Bulgaria to the effect that the Soviet
Black Sea Fleet is planning to hold maneuvers during the latter
part of August which would involve studies in amphibious opera-
tions to determine practicable beach-heads on the coast of
European or Asiatic Turkey. It has also been rumored that there
would be land force maneuvers in Bulgaria, Rumania, Hungary, and
Czechoslovakie at about the same time as the Soviet Fleet maneuvers.
The Turkish Government characterizes the source of this information
as 'trustworthy, " but we do not know the basis for this characteri-
zation.
It may be noted that late summer is the traditional time
for major meneuvers in this area, although such maneuvers were
not held in the Black sea last year. A large-scale tactical
exercise apparently involving the defense of the Sevastopol
naval base was held late in September 1949. Another fleet
tactical exercise was held from 21 February through 20 March
this year, on a scale never before noted so early in the year.
Spring maneuvers usually are held late in May or early in June
and normally are "paper" exercises rather than actual tactical
problems as appears to be the case in this instance. Such
tactical exercises could be considered preliminary to major
maneuvers such as are rumored to be scheduled for late August.
There is no available evidence, either from open or special
sources, that such is the case. The current level of activity
of the Soviet Black Sea Fleet may be characterized as routine
training exercises.
In any case, intelligence surveillance of Soviet Fleet move-
ments in this and other areas has been intensified and further
reports will be made on a priority basis.
