TOP CECRET 500 R U.S. EYES ONLY ISAC 0-4/72 June 20, 1951 INTERNATIONAL SECURITY AFFAIRS COMMITTEE Scope Duration and Feasibility of the North Atlantic Treaty Medium Term Defense Plan and Related United States Assistance The attached document is an appreciation, essential to further planning and action, of the scops, duration and cost of achieving the agreed U.S. policy objective of creating military strength in Western Europe which will doter Soviet aggression, or resist invasion if it occurs. The paper also states certain possible U.S. courses of action in the light of this appreciation. The original draft of this paper, ISAC D-4/7, was discussed at the Tuesday, June 19 meeting of ISAC, but the attached document, which embodies modifications suggested in the discussion and a "summary and recommendations" section, has not been studied by the member agencies. It was agreed by the Committee, howover, that the modified version should serve as a basis for Cabinet level discussion of the problem by Thursday afternoon, June 21, or as soon thereafter as practicable. This tight schedule is dictated by the necessity for securing decisions as soon as possible on the recommendations of the paper in order to provide the U.S. Standing Group member with a clear U.S. position, and to enable preparations for the forthcoming MSP Congressional presentation to go forward. ATTENTION is directed to the security considera- tions attaching to the contents of this document. It is to be seen and discussed only on a need-to-know basis. DECLASSIFIED John F. Hickman E.
