Ethi - opia's claims are based primarily on ethnic, historical, eco- nomic and geographic factors and on Ethiopia's need for an outlet to the sea. Italian trusteeship is strongly opposed by Ethiopia because of the use of Eritrea and Italian Somali- land by Italy as staging ground for the Italian invasion of Ethiopia. While the Ethiopian claim to Eritrea has consider- able justification, the request for Italian Somaliland appears to have been put forward only for bargaining purposes. g. Egypt. The Egyptian Delegation at the Paris Peace Conference demanded that the independence and sovereignty of Libya should be recognized and proclaimed by the conference. Egypt continues to support the concept of a united and inde- pendent Libya, with membership in the Arab League. Egypt has also made claims, of doubtful validity, to Eritrea and has requested certain border rectifications in Libya. h. Arab League. The Arab League favors a united and independent Libya with membership in the Arab League, and has placed independence for Libya second on its agenda to the question of Palestine. The League strongly opposed the return of Italian administration in Libya in any form. It has taken no formal position in regard to Eritrea and Italian Somaliland. 8. It is in the interest of U.S. security to prevent any potentially hostile power from obtaining a hold in the Middle East, the Mediterranean Area or in Africa. It would therefore be contrary to our interests to accept any disposition of the Italian colonies NSC 19/1 TOP-STOCED - 6 -
