    "ocrText": "TOP SBORET\n(c) To assure that no communist regime was left in\ncontrol of enough of the present military-industrial po-\ntential of the Soviet Union to enable it to wage war on\ncomparable terms with any neighboring state or with any\nrival authority which might be set up on traditional\nRussian territory; and\n(d) To assure that any regime or regimes which may\nexist on traditional Russian territory in the aftermath\nof a war\n(1) does not have strong military power;\n(2) is economically dependent to a considerable ex-\ntent on the outside world;\n(3) does not exercise too much authority over\nnational minorities; and\n(4) imposes nothing resembling the present iron\ncurtain over contacts with the outside world,\nIt would not be our aim, in time of war:\n(a) To achieve any specific border arrangements,\npre-conceived without regard to the political framework\nemerging from the war, -except to assure that the Baltie\nstates should not be forced to remain under any communist\nor other extremist regime;\n(b) To assure the independence of the Ukraine or\nany other national minority (with the same reservation\nconcerning the Baltic states);\nNSC 20/1\nTOP SECRET\n- iii -"
