To reduce the power and influence of the USSR to lim-\nits which no longer constitute a threat to the peace, national\nindependence and stability of the world family of nations.\nb. To bring about a basic change in the conduct of in-\nternational relations by the government in power in Russia, to\nconform with the purposes and principles set forth in the UN\ncharter.\nIn pursuing these objectives due care must be taken to avoid perma-\nnently impairing our economy and the fundamental values and insti-\ntutions inherent in our way of life.\n20. We should endeavor to achieve our general objectives by\nmethods short of war through the pursuit of the following aims :\na. To encourage and promote the gradual retraction of\nundue Russian power and influence from the present perimeter\nareas around traditional Russian boundaries and the emergence\nof the satellite countries as entities independent of the USSR.\nb.\nTo encourage the development among the Russian\npeoples of attitudes which may help to modify current Soviet\nbehavior and permit a revival of the national life of groups\nevidencing the ability and determination to achieve and main-\ntain national independence.\nC. To eradicate the myth by which people remote from So-\nviet military influence are held in a position of subservience\nto Moscow and to cause the world at large to see and under-\nstand the true nature of the USSR and the Soviet-directed\nworld communist party, and to adopt a logical and realistic\nattitude toward them.\nNSC 20/3\nTOP SECRET\n- 10 -"
