TOP SECRET NATIONAL SECURITY COUNCIL WASHINGTON November 23, 1948 MEMORANDUM FOR THE PRESIDENT: At its 27th Meeting the National Security Council adopted for your consideration the enclosed report on "U. S. Objectives with Respect to the USSR to Counter Soviet Threats to U. S. Security" (NSC 20/4). The Joint Chiefs of Staff have stated that they are in general agreement with the Analysis and Conclusions of the enclosed report. The National Security Council recommends that you approve the Conclusions contained therein and direct that the report be dis- seminated to all appropriate officials of the U. S.
