My dear Mr. President:
Referring to your note of today, I can well
understand Ambassador Grady's anxiety with respect
to Iran, which we share. At the same time we do
not believe that a loan loosely made without adequate
provision for administration and clear understanding
on both sides would help the situation at all.
Our
men are making good progress with the Iranian delega-
tion and I believe the members of the delegation are
well satisfied. We expect definite results very
soon and we are confident that we will have the two
important credits, for agriculture and for roads, set
up in such a way that they will do real and lasting
good.
I appreciate your interest in the matter and
you can be assured that it is our strong desire to
make a record which you can approve.
