We feel certainicabine will hold in abeyance whole question use of force while Iranian proposal and Harriman efforts continue offer prospect success. Should negotiations fail take place or be unsuccessful and especially should security of south Persia deteriorate, UK govt likely turn its attention possibleause of forge either for evacua- tion or for holding operation and might move quickly in this direction. We are confident US wld be consulted in advance such action.
