A-H EUR 325 ESP LOG MOSKCO 44 For the Secretary from Acheson. We offer follo ing comments, with which Viar and Navy agree, on approach to Soviets re Korea (KOSMOS 20 Anr 2). He feel recommendation of Special State-War Committee on Korea that early approach be made to Soviets (eopy hended to Cohen prior to depurture) is sound and agree that it should be done before you leave l'oscow. We believe approach would be most effective, both vis-a-vis Soviets and in strengthening Hodge's position in our zone, if made in form of letter from you to "olotovo Letter appears to be drefted with view to making public, which we agree is desirable. In any event we suggest copies be given to British and Chinese. General tone seens appropriate except that it might be desirable blame to go further toward placing on Soviets.
