SECURITY OMMATION
ESTABLISHES a Security Council Committee
on Korea composed of representatives of
Members of the Council to be appointed by the
President for the following purposes only:
REASON: In order to more specifically limit
the terms of reference of this committee.
"With respect to subparagraph 7 a, the Joint Chief's
of Staff would point out that normal command procedure
dictates a channel of communication from the Security
Council Committee on Korea to the United States Government
as executive agent for United Nations military operations
in Korea, rather than to the unified command direct.
Accordingly, they recommend that subparagraph 7 a be changed
to read:
To receive offers of assistance for the
Republic of Korea transmitted to the United
Nations, and to communicate these to the
governments of the United States and the
Republic of Korea as well as to the Security
Council.
"If paragraph 6 is changed in accordance with the Joint
Chiefs of Staff recommendation, subparagraph 7 b should then be changed to
read:
To receive the reports requested in paragraph
6 above.
"The Joint Chiefs of Staff are firmly of the opinion that it
is essential, in the interests of military effectiveness, that Security
Council action, on this or later resolutions bearing on the Korean
situation, be such that communication between United Nations Headquarters,
and particularly the proposed committee, and General MacArthur be through
the United States Government rather than direct.
With regard to paragraph 5 of the resolutions, the Department
of Defense does not feel strongly, and if political considerations
so require, would be willing to accept the wording proposed by you,
with the understanding that the authorization for armed forces of
member states to use the United Nations flag would not require them to
do so if they did not so desire.
