On March 13 the COSAR Committee directed a letter to all heads of di-
visions and offices reminding them of the responsibilities of the
Committee, informing them of the State Department working party under
General Eberlo, informing them of their responsibilities for provid-
ing information upon request, and tronsmitting a table showing sub-

jects being studied and the liaison crranguments that had been made.
General Cutler arrived in Berlin on March 8, 1948, and during
the next two woeks he and General Eberle end their specialists
from Washington held numerous conferences with the members of the
COSAR Committee, There are no systenatic records of these confer-
ences, but it is evident from the cables and memoranda that do exist
that the conferees were well informed and on common ground by this
time, and so rather rapid progress was possible. As might be ex-
pected, questions of personnel and-budget were uppermost, though
all the matters which were of lator concern, from the constitution-
al basis for occupation to the question of personal identification
cards, came up for discussion. Apparently the actual drafting work
fell largely upon the OMGUS Control Offige group which had already
built up a substantial set of proposals.
These negotictions wero teking place against a darkening back-
ground of internation2l relations which finally obscured them al-
together. The pitch of Russian obstruction mounted higher and high-
er in January and Fobruary of 1948, and finally in early Morch Gen-
eral Clay made c special report to the Chief of Staff in which he
said that he sensed a change in the Soviet position which portended
some major Soviet action in Germany. This report attracted consid-
erable attention and caused some fear in Washington. Then, on March
20 the Russian representatives walked out of the Allied Control Coun-
cil. Three days later General Clay was summoned to a. teletype con-
ference with Secretary Royall and General Omar Bradley. where. he was
informed that in viow of the current international situation there

would be no change in the administrative arrangements for Germöny.
