Dear Mr. President: When I saw you on January 5, you asked me to give you a memorandum commenting on Military Government in Germany, and containing any observations that I thought might be pertinent. I am naturally somewhat reluctant to venture into a field in which I am a rank amateur, particularly as my service in Germany covered only a six months period. However, I am anxious to make whatever contribution I can and therefore, with due humility, submit herewith a brief memorandum commenting on what appear to me to be some of the ma jor problems.
