FOREWORD
This study was prepared at the urgent request of the
Treaty Implementation Committee for a brief outline of
salient issues on which the United States supported the
interests of Hungary since the end of hostilities in
January 1945. Since most or these issues were of an
economic rather than a political nature, the memorandum
has been limited to United States efforts to aid the
Hungarian economy. The work was done by Russell Fessenden
of the Foreign Policy Studies Branch of RE.
Although the facts contained in this memorandum are
non-classified, the study must not be distributed outside
the Department without appropriate clearance.
