We eannot be complacent about Pakistan's continued friendly ecoperation.
Sensitivity over relations with India has led to comparisons of our aid
programs for the two countries, resulting in a growing feeling that the
United States is not real ly interested in Pakisten's problems. It is
essential, therafore, that there be maintal ned a justifiable ratio with
respect to aid to the taro countries.
Aid to Afghanista, Ceylon and Nepal during fiscal 1953 will be limited
to technical assistance for which $1.5 million should be adequate. This aid
vould provide for continuation of technical assistance of the general character
made available under the Point à program for fiscal 1952.
Since the hearings before the Bureau of the Budget in December, the
proposed programs for South Asia in fiscal year 1953 have been substmoilly
altered, largely as the result of field negotiations. Proposed procurement
of heavy goods in the United States has been reduced by more than half, and
the required number of United States technicians has boen cut by about 400.
A summary of the changes is given in the attached nemoran dura.
The existing situation in the several Titles is so sight that it is
impossible to consider transfer of funda from other economic prograses We
believe, hovever, that it is essential to establish the South Asia program
for fiscal year 1953 at $150 million, even if this means increasing the
total of the foreign aid budget.
