DECLASSIFIED SECRET E.O. 11652, Sec. 3(E) and 5(D) or dio Deat of State letter, Aug. 10. 1972 MUTHL NAMS Dime 7-1-25 DEPARTMENT OF STATE WASHINGTON April 28, 1945 MEMORANDUM FOR THE PRESIDENT Subject: Visit of the Regent of Iraq. I refer to my conversation with you on April 27 regarding the visit of the Regent of Iraq, Prince Abdul Ilah. He has been anxious for some time to come to the United States, and we have felt that such a visit would be advantageous to both countries. The matter was first raised by the Regent in the early part of 1943 and again last year, but circumstances made it impossible in each case for him to come here. In March of this year President Roosevelt extended an invitation to the Regent to visit this country as the guest of the United States. The invitation was accepted and arrange- ments were completed for him to arrive on April 19. As a result of President Roosevelt's death, the visit was suspended. Our plans had called for the Regent to spend the night of April 19 at the White House, where President Roosevelt would have given a dinner in his honor. The next day he would have moved to Blair House and on April 24 he would have gone to New York for five days before starting on a tour of the country which had been carefully drawn up. We have not yet informed the Regent whether his visit is postponed or cancelled, and we under- stand that he is in a state of uncertainty as to our wishes. We HECORDS SERVICE AND
