haul passengers and freight to support it financially.
We have been endeavoring to point out to Iraqi
officials that the policy of the American air routes
will be of great benefit to Iraq; that without a certain
amount of intermediate or fifth freedom traffic the lines
cannot be operated; that although we desire the right to
carry the fifth freedom traffic, we are willing to adjust
the volume of the traffic if it should later develop that
our through trunk services are pre judicial to the region-
al operation of the Iraq1 air lines; that the main routes
of air commerce from one part of the world to another
will soon be stabilized and that these routes will tend
to serve these countries which do not impose undue
INAZIONAL
restrictions; that American citizens traveling in the
Near East should certainly be permitted to travel from
one country to the next on American operated planes if
they desired to do so; that air lines of other countries
undoubtedly expect to carry fifth freedom traffic in the
Near East and we are certain that Iraq does not intend
to discriminate against the United States in this respect.
In case the conversation between the President and
the Regent should touch upon developments or relations
between the United States and Iraq, the President might care
to mention the fact that the United States has already pro-
posed the conclusion of an aviation agreement with Iraq.
